I'm just saying, Fran would have been out of range if Juno simply spun Miyu around and swung. I'd guestimate that Fran was at least fifteen feet behind Juno when she tossed her axe at her, and presumably she'd still be moving because she can't stop a missile, but she could at least somewhat control it's flight path.

Alternatively, I could have the missile blow up upon impact and blast Fran to the ground, well out of the chaos going on here. Or at least give her enough time to bug off and fight Banana Man.
