Regarding how powerful your characters are, this is all on a case-by-case character-by-character basis. In general, aim for characters that have powers that make them strong enough to take on common enemies (or not), and interesting enough to make the character seem more original and fun to follow... a character that would get us hooked. I'd rather not have a character that turns intense conflicts into cakewalks, or simply destroys the dramatic tension by simply breezing through the situation with OP powers. Doing that would take the fun out of everything and ruin it for everyone involved. Trust me. I know this better than most.
