Well technically the military hasn't made their equipment resistant to EMPs, they just are moving the important stuff into bunkers which are protected from EMP attacks. The best defense anyone has is Farraday Cages right now. Correct me if I'm wrong though.
You are not wrong, there's no such thing as being immune to EMPs because of the fact that there's no such thing as perfect insulation or shielding. It's just a matter of increasing the charge and eventually any dielectric will give in and become a conductor. However, modern equipment has a higher threshold against it than older ones had. Yet, let's say, if someone detonated a nuke on low orbit, they would fry a huge portion of the electronics in an appreciable area (I'm talking about half of Canada, for example), just depending on the bomb's yield. It's still nothing compared to taking a solar flare to the face, but that's as close as we can get at the moment with current tech.
