Gravity is permanently altered in this particular location, and in addition the room, hallway, and balcony, but nothing else for whatever reason, are currently existing in the same space and time as some random patch of the bottom of the ocean. Frankly, if you leave at the moment, chances are rather than exiting the gravity flux and reentering the building, you'd find yourself outside of the flux, but at the bottom of some part of the ocean.
