[@Polybius]So far I've only talked about the internal relationships of my races.  I'll get to the their views on the Accords later, when I discuss their ships meeting one or more of the other player nations.

I think first contact will essentially be a field trip/expedition where the living ships are visiting a new star system they didn't know was inhabited.  Dozens of large ships dropping out of hyperspace in your system and releasing hundreds of smaller ships would look like an invasion, though.
