There's a [url=http://toarumajutsunoindex.wikia.com/wiki/Unabara_Mitsuki]Level 4 Telekinetic[/url] in canon who managed to keep himself from being killed by using his telekinesis to petrify every cell in his body, so it's theoretically possible, although likely highly energy-intensive and a real pain to do. I'd say it'd be best to avoid doing such to other humans, and who knows what extra difficulties Bell may face there (it'd definitely require more concentration to affect someone else's body, I'd think).
