As a matter of fact, yes:
1: Allow him to control the temperature of the cloud.
2: Allow him to move slightly faster.
3: If he has enough energy, have him have an in-built defence mechanism where he'll instantly steam up should he be attacked with lethal intent.

I assume this has a high energy drain on him, otherwise please add that.
