I mean normal in terms of overall importance to their society. Fran is certainly a topnotch warrior compared to the rank and file demons, who are probably stuff like imps or tortured souls anyways. But as far as her status goes, she's among the "commoners" of the demons. She's not a demon lord like Henry or superpowerful like Victoire, and not because she isn't able too. She just never bothered too.

Point is, Fran could be way better. But she's too lazy and has low standards, and figures what she can do now is good enough. More power would be great, and she isn't afraid to work a bit to get it. But if you told her she could gain Victoire's powers in a month, or if she could bang as many angels, machinas, and demons she wants for a month instead, she would go for the latter, even if she could do that after she's gained all that power. Fran wants immediate satisfaction, not working for it.
