To answer the first question, and I thank you for pointing this out, it is a typographical error on my part. It's supposed to read 400 instead of 300 so I'll go in an edit that. 

To answer your second in short: You can be ordinary human or vampire, or somewhere in between (half-blood, quarter blood though these two are typically sired and not born) like a Dhampir which is reserved for a vampire-human child that is born and not sired.
