Well in this Rp Pokemon have access to every move in their natural movepool at the start but the four moves in the CS are the Pokemon knows best and can use dependably in battles, it will go by the logic that Pokemon battling is like any other hobby or skill, you need to train to perfect it and while you can make them use expert techniques at the start but you may hurt your Pokemon doing so if they aren't taught to properly handle the move.
