To answer your question,

The government of Nocturne is divided between the city of Valeria which operates like a Republic with an elected council (which makes the highest legislative decisions akin to the Roman Senate) from members of the city's seven districts; The Judiciary which are the highest law courts; and the triumvirate of Elders who are the chief executive figures and may hear court cases if they so choose along with sitting on the Council as additional members. 

The Provinces may each have their own unique style of government that owes fealty to Valeria (giving the option for a role player to customize their own province or land if they so choose to have a province). For example Translyvania is basically a feudal state with its leaders owing loyalty to the Duchess and the Council.
