In the year 3000 Sinestro is long past dead. Korugar likely became something like Earth and under different leadership for each continent. IDK if the United Planets would stretch as far as sector 1417 though that's a minor detail. Korugarians can pass for Ungarans in sector 2814 so you could work around it if you want.
