for random powers something like the minor super abilities in this http://www.users.qwest.net/~bhegr/powers/tables.html could be useful for  giving powers closer to the settings power level. the superpower wiki is 70% op powers even in settings like DC, Worm or Marvel. I've actually done an rp where i had the ability to make limited use random powers, its really fun to just roll, get something and go, "OK, how am i going to use this then."
