Actually, I did that to avoid the worse outcome for the Machina. If Hibiki and Shizuka bombed the place and stole the supplies after the ceasefire, it would cause everyone to be on the Machina's throats later. In a way, I saved you guys' victory as well.

Everyone will get a share of the pie now. In fact, I think that Shizuka was supposed to be aware of it, I mean she's not so far away as to Bastion's and Marquis' ceasefire commentaries to not reach her and Tatiana. It's mostly Hibiki who was isolated away inside the mountain.
