Actually you got my explanation exactly. There are so few jounin left, that larger teams are going to be assigned.  

However, I talked to a good friend of mine. He will be my Co-Gm and the Jounin for the Second Team. 


We will be running two teams.

No go on the Kiri. Konoha and Kiri were on opposing sides of the war. Your character would likely be arrested, or just killed outright upon sight.
