Story-wise, maybe it makes more sense to have them at higher levels?? [/quote] I thought I already ruled on this. If you catch a tier two Pokemon in the wild, it will be level 10. If you catch a tier three Pokemon in the wild, it will be level 20. I probably should up the price of Great and Ultra balls though, as you suggest.
