I think Sasha would prolly manifest his powers pretty soon, if he hasn't already. He's been out of his shelter for a while now, not to mention being outside for three straight days.

Maybe his manifested when he busted out of the chains he was being held with. He probably hasn't realized it yet because he's been weak from the sickness and dehydration/malnutrition.
