[@Darkiplier] That doesn't surprise me, I'd imagine not many dragons are left after the royalty picks 'em off. That would make for an excellent story arc--perhaps the commoners are starting to get fed up with that tradition and revolt, under the opinion that the royalty shouldn't have dibs on the dragons. There could be a huge division about it. That might also give the current riders a purpose--to settle the whole dispute somehow, either by siding with one party or by coming to a compromise. You could potentially blow the whole thing up into an all-out war if you wanted, but you don't necessarily have to.
