I think the whole Galaxy is indeed the setting, at least from what I read in the OP. So far we have three factions that span many star systems. 

New Jerusalem
Dathu Hives
Terran Federation

I assume drunk's Communazi's and Spectre's federation will also be in the same category as the above.
