Roan's theory may be slightly off in terms of who's actually pulling the strings, but I suppose it could have some merit in that the people on the list may have Sith ancestors in their bloodlines somewhere? perhaps people who agreed with Renso which leads to him seeking them out specifically as they may have already heard some of his teachings from older relatives? Or is that me overthinking things again? XD
