[@Dusksong] 1 is the standard, but some bigger situations can justify 2 or 3, try to stay within the same tier as everyone else if at all possible. If you go on and say that you were training I'd just give it 1.

As for caught and gifted Pokemon, just put them in the range of your others just to keep things relatively fast tracked.
