An event involving all, or at least most, factions could be an excellent starting catalyst for plot development - I would say the third option is the one which strikes me as most promising in this regard, as well as being that which I would find personally most entertaining (disrupting negotiations is such fun, as [@Sigma] may well remember...). Either way, I am open to collaborating with whomever wishes to, seeing as I am struggling to think of a stand-alone opening post and would not object to establishing relations with other nations in-character from the beginning.
