Actually, its even better for the plot to make her have "problems" with a water clan master.
Basically thing in a highly trained ninja, using some very unusual equipment, but living in a forest, acting only out of instinct and wearing only a ragged leather cloak.

It would be very interesting to see someone trying to earn her trust. With time she would remember how to speak some words. XD
