The Malisse Entente will fall down on the terran side should it come to war, but they're mostly anti-war and would likely clash with other terrans who just wish to conquer or become the new Empire. Because of their terran bias, a different nation might be a better choice for host.

It would be best if every participant is required to attend in some form, joining one of the three groups (pro-terran, anti-terran or neutral hosts/witnesses). If they're happy to do so the GM or co-GM's could create an IC that calls all parties to the peace conference and each nation can respond to the call with a short IC of their own (how they feel about it, their intentions, how they will attend). Think that would really get the IC rolling.
