This provides a more probable source for the chakra regulating eye-patch than random fuinjutsu guy. This would make a villain that is doing something that the AU Leaf would rally against. I would think someone mutating bodies of former family members/clan members would be something that would get people to rally up against for revenge. It has all the makings for a great antagonist.
