Hm, the way I understood it, Rasa is safe even if a policemen would walk up to her and ask to check her pokedex.
She caught all her pokemon using her pokeballs, which should registrate to her pokedexs automatically. And none of her pokes were registered previously to any pokeballs and to any  other trainer, being wild. So there was no need for trading machines or anything else along the lines of ownership change. ([s]the only problem would be the eevee she received from professor oak. but we are pretending she never existed, or?[/s])

She came into the trainer house after midnight, so most possible after the police was done as well.

Correct me if I am wrong there.
