Good question. 
The text about the renegades from the first post states that the renegades are a group that consists of ninjas from all clans, and that have bended together more or less because life is nice and survival is easier together. 
From this we can infer that the renegades probably are either nomadic or jump from hideout to hideout, because if they got a proper HQ people would know where to aim. However, they need to be fairly close, since there really isn't a way to identify a real renegade (as opposed to an intruder) other than simply knowing who's who. Introduction into the group should either go by introduction (renegade finds a banished ninja and takes him back to her group for Netflix and chill) or word of mouth in the case of famous or infamous banished. 
So, you guys should probably at least know about each other, of course you may also know each other more personally if you'd like, but you should at least not be complete strangers unless you're extremely new to the order.
