Before everything went crazy, it was mostly a general hospital for patients with highly contagious, terminal diseases. An advanced quarantine, basically. There was a small period of time right before everything went down where patients with the "zombie disease" were housed in the facility. These patients have since been destroyed, or are wandering the place as a walker.
