I only killed off abandoned Characters if it was a game where offing someone was either a common method of retirement (War, Zombie or Medieval) or it amused me to do so

But as a GM I have always reserved the right to refuse a submitted Character, I usually try to explain why and sometimes will negotiate but in the end never feel compelled to accept every CS.
