Ralia still had to deal a final blow, and she still had to capture this adorable little bug, no? She had five pokeballs already, but with the little bug zooming around like that she wasn't going to take any chances. She might stumble across another pokemon she wanted, as unlikely as that would be so she'd need the Ledyba to sit still.
