Entire story, Robert makes it sound like its his fault, but if Ozpin looks into the subtle clues in the story (i.e. other option was to drop inside of fort instead of the outside which would have gotten them surrounded, team got snagged on branches and such, Delta didn't drop down with everyone else when Robert said to) he'll probably see that a lot of what happened was more unfortunate circumstances and him trying to make what he thought were the best calls with the limited options at his disposal.
