In the Manwha the MC learns Energy Bolt (which is the same thing in this case) when learning how to create the Illusion Barrier, cause to create that he had to emit energy. 

So essentially if someone were to teach you the steps for emitting energy (I.E. creating a Psuedospace) and you did well enough on the Focus Roll to create it (cause it requires a Focus Roll to create it naturally without the ID Create Skill) then you could learn it. 

Luckily enough the stats/Talent you need for it (Focus, Int, and Wisdom) are high enough to where you would have an easier time on the Focus Roll than others would.
