He hated Reavers a lot, they were crude, barbaric and full of hate. He would like nothing more than to blow that ship out of the sky, go to where it crashes and burn all the corpses he found. As far as Henry was concerned the Reavers were a blight, a disease with which the only cure was to cut out the infection and burn it. But, orders were orders. He had a good shot on the Reaver ship, but until told to fire he held himself in check. He cracked his knuckles with loud popping noises, then did the same with his neck. The Firefly Vengeance seemed to be moving a bit sluggishly, but it could be his imagination. However, if the ship slowed down the Retribution and put it in danger of being taken by Reavers, Henry would have no choice but to either destroy the Reaver ship, or the Firefly. Afterall, his one and only order which overrides all others is to protect the Retribution at all costs, regardless of anything else. Even his own life.
