He wasn't actually a hundred percent sure they wouldn't barge in, so it would be better safe than sorry to start preparing the tea right? But what if it were one of his tea purist cousins who'd come along? That wouldn't be too good for his teammate. What made a tea 'pure' enough? Proper method of boiling? The adherence to the necessary rites? Green tea? Black tea? Herbal infusions (eugh)? And if they hadn't chosen to turn up, it would be pretty problematic to get Varius to go to all the trouble of making tea just for nobody to come and drink it. Beyond them, of course.
