Hm. I think that's part of the treaty. I just read through the lore - it seems to be possible for a mage to put in a complaint or request removal from a given vampire's "service", though difficult and uncommon.

Edit: But I [i]would[/i] like to know what happens to mages who refuse to give blood in any way whatsoever.
