Perhaps Hibiki could have been at the Ivory Mask Cafe when Chiyo made her announcement and left? She does still have a job for the newspaper club after all, and getting the first scoop about that would be pretty big. The fighting itself happened at the Theater if you want Hibiki to have been there, but I'm sure that would also be something worth reporting.
