I'm thinking of a few characters actually.

The one I was thinking of making most is a mellow guy with a World deck. It revolves around using Arcana Force XXI: The World combined with Treeborn Frog and Samsara Lotus to infinitely skip the opponent's turn. It was previously an exodia deck, (as infinitely skipped turns means infinitely drawn cards) but I've found Gimmick Puppet of Leo to be less of a burden on the deck's consistency.

Samsara Lotus is his Kuriboh. It's probably one of the most useless cards in the game outside of this one specific purpose, so if there was any card to model his Solar Legacy off of, it'd be this card.

His second deck would be a level one deck, using cards like Kinka-Byo, Treeborn Frog, level 1 Ghostricks, Where Arf Thou and One for One to spam rank 1 XYZs or, if the proper Rank-Up Magic is to be had, Utopic Dragons and Hope ZEXALs.

Samsara Lotus works in this deck, but doesn't really do anything to help it, which is why I keep trying to make custom Lotus cards minimize the damage Samsara Lotus would have by bringing it along. It basically goes like this: Samsara Lotus would allow you to summon custom Lotus, custom Lotus keeps your Samsara Lotus from being a weakness, and will eat an attack just like Treeborn Frog, but unlike Treeborn Frog, actually gives you a reward if it survives the turn. Finally, considering both decks he would use don't keep spell or trap cards out, forcing the opponent to have no continuous spell or traps like you seemed like a good idea. (Yes, it's going to run three heavy storms) Wiping the board right before you would repopulate it with Treeborn Frog on your standby phase also could have been cool, but I guess the whole thing wasn't executed very well overall.

The next possible character uses a Heart of the Exodia deck. You know how that deck goes already.

The final character I was thinking of would use a deck so stupid that I think it would be an injustice to spoil it now.
