Hmmm. Fans might not really fit the serious and tough personality type. In my opinion someone who is tough and serious would be the same in battle, not really one to dance around or toy with their enemy nor use over the top weaponry (but that's everything in this Universe so we'll just ignore that XD ). Their attacks would be direct and each one with the intent of ending the fight. The bladed tonfa that can be an axe seems like it would work, but if you want other ideas I'd suggest things like maces, hook swords, things that are subtle in design but can break and get around armor in quick strikes. Then alter those as you see fit.

As for semblance... I'm not very good with those. Maybe once you get the weapon down find something that can mesh with it really well? I don't know I'm not a magic user.
