[@toadropes] Ooo just realized that your Rotom was caught with a Great Ball. Since it's a middle-tier Poke and was caught with a Great Ball, it starts at lvl 10. (Balth & I had this discussion a while ago for Shanae's Lapras in which we figured that it'd be kinda dumb for a Poke that needs a stronger Pokeball to be the same level as a Wurmple)
