Fossil and Egg Pokemon are available via mission reward only as they shouldn't normally be obtainable in the wild (esp fossil Pokes).

Fossils can only be revived at a professor's lab. Those are only located on the outskirts of villages. Eggs can be found in the wild or gifted by NPC characters, sure. No PokeBalls are involved. They are paid for by the owner of the event. (I.e. when [you] pay CP). 

Eggs hatch on the following day (IC). On the exact date (IRL) that you obtained the egg. So if you obtain an egg on the 5th of October, the egg hatches on the 5th of November.

To make it worth the wait... Pokemon that evolve from eggs level up at a double rate. So, in effect, it's twice as easy to get them from 1 to 100. BUT, you can only care for one egg at a time. (For now)
