Well, see, I originally made this world with the help of one of my friends as an au for our characters and in that we had a character that was what we called "A Jack of All Groups". He was basically just a dude that kinda got requested for certain jobs by different groups, most of the time behaving like a child of a divorce with his time split up between the two houses. So in my opinion, yes! That's totally possible.
However, I'm not the only leader of these groups anymore, so you'd have to check in with everyone else and see how they feel about it, they may be more closed off than Avia is.

EDIT: I just realized this was an unnecessarily complicated response for what could've just been "Yes, as long as the leaders are okay with it", I'm sorry!
