If I remember correctly, the Empire of Nohr chased after Corrin after he gets taken by Hoshido. Afterwards you're either defending Hoshido from Nohr or joined them in their conquest. I suppose if you're asking who was after who first, I guess it was Hoshido who targeted Corrin first.
