[@FantasyChic]Another think you might want to keep in mind is whether you want to be 'Attacker' or 'Defender' specialised operator. Either can use intelligence, Communications, Weapon specialists etc, all with a gadget that assists in their development.

For instance, an 'Attacker' would focus on fully striking an enemy with the most force, but can be used to assist defending capabilities. 'Defenders' are vice versa. It's a way to alter the 'Attacker and Defender' Operator system from the game and make them more useful as a overall Soldier.
