As for creating them in the first place, our craftsmen can carve the stones into their final shapes, but it would not be a quick nor simple task to teach anyone else how to properly enchant them. It requires knowledge that has not been taught since the days of the ancient Dunmer, so anyone else would have to start from the basics.
