NPC nations could be a thing, although it would give [@Goldeagle1221] and I a bit more work to do. They could be minor powers and duchies that nobody pays much attention to. 

I don't have a claim for myself, and I'd be alright microing a few tiny lands that don't require the same investment as a full PC nation.
