[@MrDidact] As it's actually writen the skin hasn't grown over the cybernetics, but beside them to their edges where the skin could extends to. Also the alliance didn't get her those cybernetics she got them on her own aka paid them for by herself. She was discharged already by that point.

EDIT: it's writen the skin grew back around them. But I can word it differently to be more clear. ^^
