Boomer is roughly four feet and eleven inches tall. His body type is average for a ten year old and his eyes are a bright blue. His hair is blonde and sticks out on the sides with spiky bangs. Keeping with his favorite color, Boomer wears a blue shirt with a black stripe along the abdomen and for footwear he wears black and white sneakers.

When compared to his brothers, Boomer is the most naive of the trio as well as the kindest or at least as kind as one can be as a criminal. He like his brothers take great thrill in fighting and showing off his abilities. Boomer is very tenacious and won't give up easy. He isn't a genius, but he has great instinct and is pretty street smart.

Boomer does not really think about his actions and acts very impulsive. He is not above stealing when it suits his desires and doesn't talk about morality since he sees it as  a deceptive lie for the weak.

Even though he refuses to admit it or let anyone else know Boomer has a crush on Bubbles even though he the Powerpuff Girls.

[i]"Cool. Jaw Breakers!."[/i]

[i]snips and snails and a puppy dog tail.[/i] Those were the incredients used by Mojo Jojo to create three young boys to help defeat his worst enemies, the Powerpuff Girls. They were called the Rowdyruff Boys and Boomer was the third member of their group. Brick was the leader and Butch was the raw power. Boomer was not as strong as Butch nor was he as charismatic as Brick, he was just the number three kid.

With their awesome powers Boomer and his brothers battled the Powerpuff Girls many times and always came close to beating them, but somehow the Powerpuff Girls were always able to come out on top in the end. As time went on Boomer felt even more like the odd ball of the trio and a desire to go out on his own and be his own person. He was tired of being the weakest link and just the follower behind his brothers.

Eventually he decided to leave the group and strike out on his own. It didn't take long for him to realize that being away from his brothers made him less indestructible, but he still wanted to be out on his own and endured his hardships. Things changed when the portals to other worlds began appearing and Boomer decided to explore the multiverse.

He is a traveler who uses his powers when he needs to.

Superhuman strength: He can lift up 1,000 tons
Superhuman speed: he can move as fast as mach 1.5
Supersonic flight: Boomer is able to fly at mach 2.5
Superhuman durability: His body is very powerful and it is strong enough to tank missiles and gunfire
Energy projection: Boomer can fire off blasts of energy from his hands and eyes. 
Energy bat: Boomer is able to form his energy into a bat, which he can whack his enemies with a great amount of force.

Being away from his brothers has made him weaker and his durability is not much above the ability to take a bomb with no damage. Being embarrassed is like Kryptonite to him and his powers will slowly start to diminish.
