That would make the most sense in convincing nobles etc who have benefited from slavery to accept the changes.  Perhaps it would be wise to keep it out of the speech, at least until Amen is vaguely secure in his position.

Of course, it would be [i]far[/i] more interesting to declare his intentions up front and see what happens.
