[@Jacobite] Well, they're surrounded by water, except for in the north, so it would be difficult for refugees to enter Woodwyn. Even if they were able to camp out there, it would be difficult since the country is nothing but mountain and desert. Think something like Mad Max. There's no wall surrounding Woodwyn. It's just that their villages inside the country are extremely difficult to find (in the cave systems or at the peak of mountains, etc). If there were refugees camping out there, they'd probably be staying mostly in the southern edge of Woodwyn where it's less desert but not exactly a nature paradise like Havenborough.
