[@Burning Kitty]Much like SHIELD, Xavier treats Blade as a private party. Vampires are treated as their own race, with dhampir simply being a hybrid race. Mutants are mutants, and Xavier will help however he can, but that sort of thing is best left to Blade and his circles. One can only imagine how rare a full mutant dhampir really is. 

Tatiana would have better luck talking to Emma or Remy if she wanted to get into contact with those kinds of circles. Well, Remy. Emma is better in political, "illuminati" type places, Remy's better with his ear to the ground, hearing the stuttering footsteps of the monsters of the night.
